As far as personalization of the disapproval messages go, you have my trust to freebase there, however, please bear in mind that it's not a very scalable solution, so only go for it when you have time or if you feel that it would benefit that particular case (especially when it comes to new users, I'd want us to be as polite, warm and friendly in our disapproval messages as possible, since it takes them some guts to make their first contribution and it's very discouraging if it gets tossed away).

What to do if you are investigating a bug? Simple, edit the post and add: (Mod edit: <Your Name> looking into this). What this does is let other moderators know that this bug is currently being handled by you so, no one will approve, or disapprove when you are looking into it.
