Sometimes there will be another set of wabbit holes close enough that the same rabbits can use both sets of burroughs. So, it's possible that when you spooked them, instead of running toward the holes you're watching, they ran to a different set.

Wind seems to matter. Stay downwind and they will come out. In any case try different positions around the burrows. Mount a treestand (VBD) or a tripod (BRR) if you have any. Use the air rifle if you have it or a pistol from a bit further out.

Where I come from "burroughs" are what you call "counties", so I was confused at first.
My experience is that a burrow can hold a lot, or a few.
But the more you kill, the less there are.
You could be waiting a very long time for just one shy rabbit.
If nothing appears for quarter of an hour, take the hint and leave.
