I don't think there's nothing wrong with the ammo, but the animal models and the way instakills work.
Penetrate 2 lungs = death, doesn't matter the size of the hole.

Is it fixed? Couldn't replicate when I tried from a distance on some red deer and a roe deer.

I agree with what @gas56 said. I get it, in the grand scheme of things it's not really a big deal, but having the appropriate balance of damage, penetration, ballistic properties, and various other values is pretty important in the most realistic hunting game ever created.
