You can purchase memberships and em$ as gifts, but it's not possible to gift items from your inventory to another player. This has been asked for countless times in the past but it's almost certainly something that will never be implemented.

yes you can, buy EMS and buy them as a gift, you will receive a code and give it to anyone (you love).
This way she can redeem the code and get EMS and buy a hunting rifle in the game

You can gift her $EM only , if i'm not mistaken .
Buy her a gift code of $EM and she will be able to buy whatever she wants .

The code will be in your virtual wallet (credit card symbol at the top of the launcher).

To redeem just click on the buy button & at the top right is a button to redeem.

Remember when purchasing the em$ to select the option to purchase as a gift. It's a checkbox if memory serves me correctly.

It's a checkbox and it doesn't exist in the Steam launcher, you should use the web page.
