Placing Blind in Water

I have tried several different locations in placing the Ground Blind into the water and cannot place it in the shallow water......anyone else have this problem?
I have noticed on several videos people have them placed in the water...............What am I doin wrong?

They are not placing them in the water but more on a small piece of land ( small Island) in the water.
