There would be an easy solution for this. Make two batch files. The first enables loudness equalization in the registry (found in [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\MMDevices\Audio\Render]) and starts the launcher.
