No real secret really . They are probably less numbers of them from experiences , but it's just random spawn .
You can get 2 or 3 in a row sometimes . Just luck . Keep looking .

As others have said and just like in another events with collectables, the simplest way is to run along the WRR shore and look for them there or in any map with short grass and good visibility, i completed the mission yesterday in 2 hunts doing that, but there is no specific way to get a color over other, just a matter of luck.
