So, I'm doing this mission, but what defines a Dandy male Roosevelt Elk and a fine female Roosevelt Elk?

I think it's just a name , mentioned like that , to make the story / text more interesting . Just hunt and spot normally .

Okay, cause I've spotted both genders and nothing has really happened :/

2. try to do it in order, so spot female elk first, then male.
3. try to do it on Whitehart island. it is the oldest map and elk is one of the oldest animals, so maybe there is some issue on "newer" maps (but personally I don't think so.)

Just to be sure, make sure you are actually "spotting" them, not just seeing them. Spotting is a specific thing, and means that you either need to be close enough, or use optics (with zoom), so that the animal gets outlined, and the spotting information appears in a box at the top of the screen with data about the species, gender, weight, score, etc...How much information is displayed and how accurate it is, is determined by your "spotting skill" level.

Probably just did it in the wrong order, cause I've successfully spotted a male

I had this issue with spotting the male and female in the whitetail mission pack. My mistake was the order and shooting the male before the outline. Meeeeeep
