I don't understand why I can buy as many scent lures as I want even if I already have some, but can't buy more camping supplies if I already own 8.

Are you trying to buy the 10pack?
IIRC that pack is only available with the membership bundles and stuff like that including special weapons have to be in the store for some reason known only to EW
