just some wild guessing but it could be either :
-people might think they don't have an animal that is qualified for submission.
-people might be frustrated or angry cause something went wrong and they are too busy with cursing or crying, they simply forget to submit.
or in case of the attempt from BCKidd that you quoted
-people are confident to find something better in their next attempt and don't bother with submitting the small stuff.
