Just a question, the coyote must be on "idle" state to be valid stationary right? and platform are any kind of tower or deployable, even a ground blind?

Yes, the coyote must be idle. The platforms acceptable for this draw are listed above as tree stand, tripod or tower (fixed or deployable).
