Just a question, the coyote must be on "idle" state to be valid stationary right? and platform are any kind of tower or deployable, even a ground blind?

Yes, the coyote must be idle. The platforms acceptable for this draw are listed above as tree stand, tripod or tower (fixed or deployable). So no ground blinds I'm afraid
