My GPU has 8GB of VRAM but th:c barely uses 1GB, so I doubt it's VRAM related.
I have some stutter on some reserves with roaming flocks, like geese, reindeer, ptarmigans etc. On those occasions, the system resources are actually being less used than normal, indicating some sort of optimization issue.

Mine is an old ati radeon 6670 with 1(one) humble GB, but still can run the game pretty well(and some more demanding games too, she is a little wonder), sometimes is hard to say when the problem is lag or fps, frames per second are related to the hardware, mostly the Graphic card, but if were a fps problem it would be present in all hunts and in determined areas of some reserves where the graphics are more demanding, but if happens in every hunt no matter the area, and it last for a while and then you can play normally it sound like a lag problem to me.
Now that was mentioned, the days i got that same problem there was a wave of heat over here, so i think it could have made some impact in the performance, you can try add another fan, or re-apply some thermal paste in the cpu if you see it can be needed, it wont hurt and can help.

I never experience half a second lag spikes, my computer is not high end either, I run pretty much everything but the texture on low. Maybe its the issue with a high-end setting in general?

You can see the stutter lag happening in the video every second, that's what I'm getting but not as frequent. Mine happens about every 6-10 seconds or so.

Yeah, I had that too on old rig. With new one I experience it only with v-sync on. Strangely, with v-sync off, I almost can't see that issue nor screen tearing. Maybe it is connected with my new screen.
I had laggy issues on old rig especially when there was many animals nearby. I think that was partially connected with weak motherboard AND AMD CPU. I think that thehunter isn't designed for AMD rigs. Overally, I think that Intel CPU's are best for gaming. With my new rig and screen I almost doesn't experience any lags / strutters with that game.
Too bad, that the game is closing to an end.
However, there is no doubt that the game is poorly optimized. Many new games works fine on medium PC specs.
