Steam is by far a very safe site. I have had my steam account since the day that steam came out. Well over 11 years. Never once in all those years have i ever gotten a virus from over the 500 games ive installed in those years.
This isnt to say that there isnt issues. Example. Peoples accounts get hacked because there idiots, Hacker sends friends list random messages with a link, reciever opens link and good night.
Steam is plenty safe. And the reason that steam is required for this primal shotgun is because steam has the capabilities to do it whereas the current launcher has no way to track it.

I understand why it was put on steam, just as why the hunter was put there. My question is if it is a stand alone, why do you need to start it via steam? it is a stand alone game with multiplayer abilities plus a "stand alone" game as you say would require a CD, but this way it is allowed to be downloaded online.

It's actually quite simple: Since theHunter works as a standalone launcher version as well, all you need to do is use the standalone version downloadable directly from the website instead of the Steam version. In other words: simply start theHunter as you used to do before installing Steam (i.e.: by clicking on the 'Launcher' icon or re-installing the launcher version from the website). Also, you didn't even need Steam at all in order to get the Primal shotgun. Alena made it quite clear that the gun will be available for purchase in the store one day (I guess in around 6-8 months time). Then it will cost a maximum of 1000 em$, so you would have saved at least half your money - with just a little patience.
As to Steam itself:
I don't have it, never had, never will. I was around when it was created, and I remember very well what it originally was designed to be: not "the world's biggest gaming platform", but a copy protection and player control mechanism. And this coming from a very greedy company (Valve) who had just made dozens of millions of dollars through the unpaid work of the Counterstrike volunteers. Disgusting. And even more disgusting when you bear in mind that the intended copy protection never worked for a single day; it was once again a punishment for loyal and paying customers, while the illegal copies downloadable at every corner of the internet do not require Steam at all.
However, while I am very critical when it comes to the motives behind Steam, I shouldn't believe for a minute that they would integrate a keylogger into their programme and hide it in plain sight, so to speak. Because if you can detect the keylogger with the aid of a simple third-party app, then everybody can. Valve would soon be out of business and might find themselves at court for cybercrime charges.
That is not to say, though, that they won't do "bad things". They will push their limits, as all companies do who are given enormous power by a huge number of customers. Only this summer the following was accidentally found out by someone who ran a packet sniffer over the traffic produced by his Steam client: while players were logged in to Steam, the URLs of all the web pages they visited were collected and sent over to Valve for processing. Gabe Newell (CEO of Valve) candidly admitted to this on Reddit claiming that they weren't interested in the political or pornographic sites that players visited, but only in the known URLs for game cheaters. Yet no matter what reasons they had, what they did was outrageous and, in my view, an act of hacking because no programme is allowed to transmit data from outside of its own address space unless given express permission.
It's amazing to see that no consequences seem to have come out of that incident. But then, we are talking about gamers here. Sadly, they are mostly addicts and will eventually put up with anything as long as they get their "fix". Gaming companies know to take advantage of this fact - as we may see with EW.
