No that particular shot does not mean that there will be dogs in theHunter.

Not all of the wallpapers are screenshots, some, like the image shown, are simply artwork produced for items such as fansite kits.
I cannot confirm nor can I deny the presence of anything with four legs and fur in theHunter apart from Deer.
