Error 49, any one can hel?

Hi all,
All ready search before post this one and I don't find any solution about this error, any can help me?

Yesterday I had to change my Dads HD on his laptop, reinstall Windows 7 64 bits, update win7, install steam, install theHunter and ERROR 49, then I try to Install Web launcher and same thing Error 49

Uninstall the launcher (web) and then Steam and again full install 2nd time, got same error both Steam and Web so any can help me?

On my computer I'm running Windoes 7 64 bits and everything works fine, even the web update now works better on Windows 7 than Windows 10, no full reinstall.

Appreciate help
